Train ticket chargeback.

I think this is in the correct forum, but if it isn't please move.
On 29-09-2012 i purchased a train ticket to take me home. I had enough time to get on the train when i purchased it. I went up to the worker in the station, and he said the train i needed had left already, even though it wasn't due for another 3 or 4 mins, so I asked him how i can get a refund. He told me to take it to the ticket office, which was closed...Great.
Got a chance to go to to the ticket office of my local station this morning and they will give me a refund, however with an "Admin Fee" of £10 on a £12.30 ticket it hardly seems worth it.
The lady behind the glass said I can try contact customer services and see if they will do anything, however im not convinced they will based on my previous contact with them.
I was wondering if this kind of scenario is covered by the Visa Debit chargeback rules. I know £12.30 dosent seem like much, but it kinda is.
I was hoping someone with more experience in this kind of thing could advise.
When I arrived I looked at the customer info system, this advised me that i had time to buy the ticket and get to the platform.
Then as the train was running earlier than it should have been, does this mean that they sold me a worthless ticket. i.e. goods paid for but not provided? Would I be correct in thinking that?
