under 18 being chased by debt collectors

Hi there my brother is being chased by debt collectors. He is 17 and joined a gym. He lost his saturday job and advised he couldn't pay and wanted to leave. He now has people threatening him from a debt collection agency. My mum has agreed to pay £10.
Can anyone advise whether they can chase him if he is under 18 as the ladt from the agency said it didn't matter. Does it matter if my mum has paid £10?
