I think I would like to know what the calculation is each year in order to determine how much you pay the following year does it not include the year you are supposed to finish. How can people then decide to charge you more than your usual payments and extend the years at the same time.0

Suggest you book an appointment with the CAB. As the matter seems complex and without sight of all the relevant documents. Is unclear as to the precise position. Not easy to answer your questions on an open forum.0
