Looks like it's open to everyone. The competition T&Cs state:
1. The promotion is open to UK residents aged 18 or over, excluding employees of Sage, their immediate families, their agents or anyone else professionally connected with this promotion.

After you enter your email address it asks you "Are you running a business or planning to start one?" but there is the option to answer "No", and it accepted "n/a" in the "Company field on the final form.
