Is this Fraud?

Hi There,
I hope i've posted this in the correct area to hopefully get some answers
Two Months ago my partner start working for a marketing company out on the road doing face 2 face sales. It was a week before the end of the month an i mentioned that they don't have her NI number so what was going to happen to her tax?. When she got paid she got paid in cash in an envelope with -15% tax on it??? straight away this raised alarm bells for me because how could they be paying her tax?? anyway the next month she was made to sign up with "Jobs Growth Wales" and re apply for her job (So that this company would get a £6000 grant for her) so she did and her contract is due to start with them on the 28th of September so its come to payday again and this time they have given her a cheque again minus this 15% (they didn't tell her it was going to be a cheque so now she has to contact all her bills to change the dates)
I believe what this company is doing is fraud?? am i right if so how would i go about getting this sorted the last thing we want is her to owe the taxman money she was told was being paid. She feel like she has now been used to get this grant from the government for the company (Also the owner and manager Smoke Cigarettes and cannabis and drinks alcohol in the office i have photographic evidence to prove this) I'm really lost at what to do and who to turn to with this.
Any help would be great appreciated

Does she have any pay slips with the cash/cheque? When you say the contract started on the 28/9 was there anything in writing?
Without any documentation it's difficult to know where to start.0 -
Generally speaking HMRC will pursue the employer and not the employee for tax in these situations. It is the employer's problem to get this right and to ensure that they are not, for example, claiming "staff" are self employed when they should be an employee.
I agree it sounds very dodgy so I would suggest that she keeps careful records and looks for alternative work.
Drinking alcohol in the office is not illegal, smoking in a business premises is and drugs obviously are. By all means report this to the proper authorities but this will nod doubt bring her "employment" to an abrupt end!0 -
We have documents proving that she is working for this company, but no pay slips just cash in an envelope. there is documentation proving she has now been employed through jobs growth wales for the job (That she already had and signed a contract for 2 months ago confirming her salary as well) but no pay slips etc its all far to dodgy for my liking
What is the first course of action i really don't think this company should even be trading!0 -

As I said, keep careful records and look for another job!
Once out of there then by all means report the transgressions to the proper authorities if it will make you feel better but it will be of no direct benefit to you.0 -
We have pictures because i asked her to take some with her iphone whilst in the office of them smoking cigarettes
I would like to report this entire matter to the relevant authority's can someone direct each problem to the correct authority?0 -

Rather than worrying about reporting things at this point, why don't you focus your efforts on helping your partner find a new job? As Uncertain says, any reporting can be done once your partner is out of there.0
