Parking ticket enforcement

Hi all
I have recently moved to a new property that has a single yellow line outside, with restricted parking from 8-6:30 Mon - Sat. Thing is, it's quite a long road, with a single yellow line on some of it, but not all. Council have recently (the week before I moved I'm told) 'filled in the gaps' in the line, so it now covers about 80% of the road, rather than the 60% before, and crucially for me, now includes road in front of my house. Thing is, they've only spray painted the filled in bits, rather than the proper painted lines that the rest is painted in. So, it lines are not exactly straight, and look very amateurish, with a couple of small gaps (about a foot) in them.
I received a parking ticket the morning after I moved. I was told by vendor that a permit scheme was coming into place, so was going to enquire about that on the Monday after moving in (I moved on a Friday). I have challenged the ticket on grounds that I'd only just moved and believed resident scheme was in place so was going to enquire with council about it the next working day after I moved in. Turns out resident scheme is still a few months away, and my challenge has been rejected.
I'm wondering if I can take a different angle, and challenge it on the grounds that the line is only spray painted, and doesn't even look like a proper line? Anyone got any ideas whether there's any part of the Road Traffic Act that stipulates about quality of line etc?
Thanks for any help!

I know a guy in York (where there's loads of resident parking) challenged his ticket on the basis of poor signs...wrong road markings (bays must be a certain size apparently) and incorrect signs. It lead to many people have charges given back and York council had to spend a couple of weeks changing all signs and re-marking the bays. They extended the bay outside my house by about 1/2 foot.
Sorry can't help you further though than what I've said.0 -
I hate to be 'glass half empty' but i think you will be lucky to get away with it. The Council are not the most forgiving!
Good luck with it though!

Yellow lines have to be unbroken and also have to have a bar at each end for them to be enforceable. By bar I mean a small line perpdendicular to the two double lines. Take photographs and appeal.Middlers0

Once you have photos of the offending incomplete line attach to this pro-forma and send it in.
Dear Sir
Notice number xxx
I write with reference to the above parking ticket number, a copy of which is attached.
I would like to bring to your attention The Traffic Signs Regulations and General Directions 2002. Specifically, diagram 1081.1 of Schedule 6.
The legislation prescribes exactly what constitutes an enforceable road marking. As you can see from the actual photographs which I have attached, the yellow line on which my vehicle was parked does not comply with the regulations set out in law as it is incomplete/there is no T bar at the end. This yellow line is therefore not enforceable. This parking ticket should therefore have not been issued and must now be voided.
I look forward to your earliest notification when this ticket has been actioned.
I can be contacted at any time on 000.Middlers0 -
