i think i'm confusing myself ... DLA mobility

I had a sight test today. the resulys were ....
acuity
right eye .... 3/60
left eye ...... 6/60
total loss of visual field
central vision of 5 degrees
the criteria for high rate mobility states that acuity can be more than 3/50 but less than 6/60 if combined with total loss of visual field and 10 degrees of central vision.
so according to that. i dont qua;ofy and thats fone.
but it goes on to say .....
'If your sight is too poor to be measured in this way, for example you can only 'count fingers', or you only have light and dark perception, you will qualify. If your visual acuity is better than 6/60 you will not qualify, for example if your acuity is 6/36 or 6/18.'
i read that paragraph and considered it applied to people that cant complete a normal eue test at all.
but if someone can only cpunt fingers or see light and dark.... but if someones sight is that poor... how would they have visual acuity of 6/60?
the more i'm thinking about it.. the more confused i'm getting

I think they should read as two seperate clauses.
1) If you can only count fingers you will qualify.
2) If your vision is better than 6\60 you will not qualify.
Does that make some sort of sense?0 -
thats what i thought too.
but above that part is says .... ' vision above 3/60 but less than 6/60.
so in the same paragraph it says above and below... which in my mind means that 6/60 itself isnt covere.

According to RNIB....
If your visual acuity is:- less than 3/60, meaning you only can read the top line of an eye test chart from 3 metres away, you will qualify for the higher rate
- more than 3/60 but less than 6/60, meaning you can only read the top line of the eye test chart from 6 metres away, your visual field will need to be considered as well.
- a complete loss of your peripheral vision
- and severely restricted central vision ("tunnel vision"), meaning no more than 10 degrees in diameter.
What if my sight cannot be measured?
If your sight is too poor to be measured in this way, for example if you can only count fingers or you only have light and dark perception, you will qualify.0 -
the bits you have higlighted are the parts that are confusing me.
it says acuity must be LESS than 6/60 ....
but further on says ' you will not qualify if your vision is MORE than 6/60.
so what if it is 6/60? not less than and not more than?
seems having vision of 6/60 isnt covered in either point.0
