Paypal protection

Hi, i dont know if anyone can help me with this...i will put it in a summary as quick as i can.
Purchased concert tickets online using debit card - tickets received
Letter from administrator saying concerts cancelled as promotor had gone bump, claim from your bank/card/paypal etc
Contacted Paypal, they say they wont refund after 45 days, i couldnt claim before then as the company were still in business up to that point. Also Paypal say they dont refund concert tickets, i point out that i couldnt read t & c's as i didnt know i was buying through paypal, i had purchased through the now defunct concert promoters website. Paypal say contact bank.
Contacted bank, Santander, they say get in writing from paypal that they wont pay and raise a dispute with the bank. This has been done (3 times!) and i keep getting the same letter back from the bank to tell me to do exactly the same thing again!
At my wits end now...Paypal say that if a bank contacts them with a 'chargeback' dispute they have to pay the money back. Santander say they have done this but Paypal say they havent.
How do i get my money back???

I suggest you make formal complaints to both.
If you do not get a satisfactory outcome then take both to FOS.0
