HELP!! Phoenix Collections say I owe money!

I need urgent advice! My partner had a letter through the post a few months ago from a company called Phoenix Commercial Collections, it said he owed £198.00 and it was owed to a council which is 3 councils away from me. The payment was said to be owed as....
"You were seen to be contravening a bus lane in ........street"
Firstly my partner was at work, he was not driving the car. I used the car around the time of the said offense but I cannot remember the exact date, it was my first time in that city.
I looked on Google maps at the said street, I know I was in the area around that time but as I do not know the area and had been there 'once' I cannot remember being in that street, further more:- 'No bus lane?
We ignored the letter because he has NEVER received a letter from the council, never received a letter from transport saying he had committed an offense. I thought it was a dept collectors trying it on.
Today he received another letter saying he owes £289.00 and it also states....
"As you are aware from both previous correspondence and visits we have been appointed Certified Bailiffs by the above named council and again are advising you to pay within 7 days of this letter.
Should we fail to receive payment in full, our bailiff will attend your premises to collect the new balance which will mean that the current balance will increase substantially. If the bailiff cannot collect this balance, your vehicle and/or your goods will be removed to clear the arrears.
He has only had one letter before today, He has NEVER had any visits.
What can we do? Should I contact the said council and ask what is going on? I have NEVER received any letters advising of a traffic offense. They say " You were seen"? How can he be charged from some ones say so? Can they force me to pay with no photographic or video evidence? I am very unaware that I committed an offense other than this company saying " You was seen".
Please could some one advise, I do not have that kind of money, especially to pay in 7 days.
He received no court fine or court date, no traffic offense papers, nothing from the said council, just this letter from the collecting agency.

Ok, Firstly DO NOT PAY THE BAILIFFS 1p ........you need to contact the council and ask why they have not sent a demand to you directly. Give them the details , if they have evidence of the offence, ask them to send it to you.. If you have made an offence , pay to the council direct and forget about the bailiffs, do not let them in. Be aware that Bailiffs do like clamping peoples cars to get money out of them. So park away from your property until you have resolved this with the council..... I would personally take a day off work and go to the council with any paper work you have from them....get it sorted before they try anything0
