Casual Employee Company Sick Pay?

Hi, my father has been working part-time for the local council for the past 2+ years. He works as a PA escorting children to and from school. He has always been on the same run, to the same school, with the same set of children. He occasionally does additional cover work for them as well and gets payed a minimum of 20 hours per week. He has always paid tax on these earning, but not NI as he is past pension age. He also receives holiday pay.
He has been unwell during the summer holidays and isn't quite fit enough to return to work yet. He was expecting to receive company sick pay as the equivalent full time employees do, but has just been told he isn't entitled due to only being casually employed.
What is the distinction between part-time or casual? 2 years doing the same job for 20+ hours per week seams far from casual to me!
