I didn't receive them but this is potentially explained by the incorrect address being used by HMRC. As overpaid tax had also been sent to the incorrect address.

It seems that there is no more to say now, and that the responsibility has returned to HMRC.

I really hope that HMRC do decide to be lenient, after all the stress they have caused.

It seems that most people learn the hard way that it is best to do their own calculations and check their tax codes annually and not trust their employers/HMRC to get things right. People have reported giving their new address to their employers and wrongly assuming that this will be passed on to/picked up by HMRC.
