Urgent - save a19

Thought your tax affairs were in order? Then found out that they weren't? Ever owed money to the taxman because of HIS fault not yours?

There is a get out of jail free card in this situation.

It is called "Extra Statutory Concession" number A19. It's mentioned often in this forum.

Currently the ESC A19 is available where the taxman fails to act in a timely manner or when the department notified the taxpayer 12 months after the end of the tax year to which the assessment applies or where the taxpayer could have reasonably believed their affairs were in order.

The concession also included allowances for “exceptional circumstances” within 12 months of the tax year end, if the taxman failed more than once to use facts presented, or allowed arrears to build up over two consecutive tax years.

In these situations you may be able to persuade the taxman to overlook the bill but, under changes announced by HMRC, both these fallbacks will be removed.


All professionals do not want these changes and I don't think the general taxpaying public wants them either.

But what to do about it?

    Please sign this, I have already done so.

    I realise people who don't deal with HMRC often will find this difficult to believe, but when it suits them they behave no better than used car salesmen or bank managers selling PPI in 2007.

    This Esc A19 proposal is exactly that. Many people have benefitted from esc A19 on this site, and often it's been like walking over hot coals requiring 6 or more letters to get the desired result.

    Well HMRC have now spat their dummies out and decided they want to make it even harder.
