Not sure of your creditors -but if not connected to Lloyds TSB you can apply for a basic account online http://www.lloydstsb.com/current_accounts/cash_account.asp0

Well that's what I thought when applying for the Yorkshire Bank readycash account, but somehow they managed to lose that as well.

I would reccomend you contact CIFAS and ask if they hold any data on you. Banks Will reject applications with little or no explanation if you have a CIFAS mark registered on your file.0

You need to get hold of your credit files as soon as possible. You need to get any false/fake fraud references taken off their (for any debts that arn't yours). This could prove difficult. You may need to contact the police (I'm not sure) and get proof from t-mobile.
You need to get the CIFAS marker thing sorted.
You need to stop applying for bank accounts for the moment as you are not getting anywhere until you get this fraud thing cleared up.
To be honest I'm not sure I'd want to give a bank account to someone who's been involved with identity fraud - how would they know you're you and not someone prentending to be you?? That's why it's vital you get this sorted out as if you don't sort it now it's likely to come back to you inthe future.
Get intouch with Payplan, I believe they administer free dmp's but also give you free/cheap access to think banking which may solve your problems for now.

I posted about this on another thread recently, but when I was in a similar position I had the best luck with Barclays and Nationwide.
Barclays allow you to apply online for their basic account unlike most others, and it performs an online identity check (at least it did last year!) - my issue was lack of acceptable ID. Nationwide actually spoke to me in Branch and applied a bit of intelligence and flexibility and set it up for me there and then.
My main issue was due to not being a bill payer, not driving and my passport being expired. My existing bank account was on electronic statements only. Amazing how banks and utility companies try to push you to use online facilities only, but do not themselves accept printouts of statements...
I had no joy with any other banks. Crazy - I'm a British National, working full time in the same job for 14 years, been living in the same house for 7 and i was struggling. How people in a less stable situation get on, especially immigrants or migrant workers I have no idea.0 -

It took 6 months, 2 emails to CEO & another complaint letter for HSBC to complete opening of a basic account for my now-husband then an ex-refugee of 4 years' residency, because he had neither driving licence or full UK passport. They made mistakes & really mucked us about.0
