Council Tax Banding

I have followed Martins advice about council tax rebate and contacted my listing officer but he says we are in the correct banding for our property. What struck me was that the indices he used was from the Halifax building society and not the one on Martin's site. Which is the offical indices? My listing officer states I do not have the right of appeal either. We have been in our property since 2000 and the estate was built in 1999. We don't fall into any of the reasons to appeal except we feel that there are properties around us that are far larger and still in the same tax band! How can it be that one man can just say no without coming out to look at the property and you cannot appeal against this?: confused:
