For the women: Various make up items, you could check the freebie forums for sachets of creams etc. small jewellry items, small nail files, Hair clips/wraps, Yankee candle samplers, foldaway shopping bags
For the men: Pen torches, swiss army knives, hand cream, a tie, alcohol minatures, a lighter, cufflinks, a tiepin, nail clippers,
General: stationery (pencil sharpeners, erasers etc), sachets of hot chocolate/coffee, chewing gum/ mints, bookmarks, Sweets (E.g. Drumstick lollies, fruit salad, blackjacks, humbugs),
If you wanted to include something that won't fit you could put in an IOU type ticket. e.. IOU a free car wash or a lie in.
It depends how many crackers you were intending to do for each as some of these ideas would fill the cracker entirely.

Last year I put £1.00 scratch cards in and for kids a lego man,oh and mini perfume samples/lipsticks, a key ring, phone charm, usb stick.Sorry all I can think of for the minute.
