Suprise party help

I was going to throw my OH a surprise birthday picnic this Saturday, but the weather forecast now says it is going to be a wash out. His friends said what about going to the pub, but we cannot afford this! This is why I thought a picnic would be a good idea because it is cheap to do. Any ideas on a surprise do on the cheap that the weather cannot ruin? My house is too small for a party unfortunately, our friends houses are fairly small too.
