What does 'provisional offer' mean?

After my second job interview at a company I get an email that says...
"Congratulations, I am pleased to say that we would like to provisionally offer you the position. The final step is to come in for a brief chat about salary, contract etc."

It's good news! But, they want to agree various things such as salary, and may also want to take up references etc. (if they haven't already). I think it means you are currently their 'preferred' candiate.

It means that they want you for the job, but aren't confirming it until they've talked to you to agree your salary, contract etc. So the job's yours unless there's a real sticking point that you can't agree on, or an issue they haven't come across yet (eg, references).

As others have said, it's most likely to depend on references. I've seen countless jobs that say 'offer of employment is provisional until references have been sought'0

Check at the brief chat what they mean by "etc". and what else they need before making the offer unconditional.
Make sure the contract covers all the requirements of particulars of employmet as required by the employment act.
Any talk of start dates are dependant on the unconditional offer and any notice periods.0
