council tax rebanding help

I've just been through your process for seeing if i'm in the wrong council tax band and you say that the most important criteria is if my neighbours are in different bands to me. As far as i can make out all my neighbours are in the same band as me, but when i done the 1991 price check and comparison it listed that i should be in band C and not the D that i am in now. So my question is.....do i have a case to take to the councils evaluation office to get it changed and reduced or not? I am wary of doing this as i cannot afford for it to go up as a result of a reassesment.
I would really appreciate it if somebody could help me with this and clear it up for me so i know wether or not it is worth me persueing.
