Mortgage for my friend, bad credit history and no deposit

Hi all
My friend has a bad credit history from her past, it is getting better and she is paying all of her debts off. She also has no deposit to put down.
She is currently living in private rented in Anfield, Liverpool. On her road there are young people causing lots of problems every night and she needs to move and would like to buy.
What is the best thing for her to do, does she go to a bank/building society to see if they would lend her a 100% mortgage with her bad credit history or an independant broker or a financial advisor.
What are the odds of someone giving her a mortgage and are the rates going to be extortionate.
She is a Social Worker and on a wage of approx £32,000
Any help appreciated.
