Where to go shore and pier fishing in East Antrim / North Down

Hi, I'm new to fishing, and just recently got a spinning line for pier / shore fishing - I wanted this as it isn't licensed or taxed.

Just wondering, as I life in Belfast, where the best place to go fishing is for this? Is there anywhere in Belfast I can fish, or if I need to go to Carrick or North Down or wherever, where I should be headed and what time is best to go there?

Also am I looking to fish in high or low tides for each area? I know the bbc does a tide book but not sure what any of it means.
