Thanks for your help guys. It turns out that despite the letter having the word disciplinery in the title and appears 3 more times in it. It was infact individual meeting to discuss the findings of the report. Most of the staff got the letters sent to their homes so didn't know that all the staff had got then some of the staff were in tears worrying about it. They will tell them their findings of the reports which my mum thinks will find that they need more staff.0

This is clearly an atempt by managment to deflect.
There should be a group meeting of all staff.
The staff should have one anyway as a group after the meetings.
As many of the staff should be in on others meetings
Get organized.
I wonder if any staff were interviewed as part of the investigation that led to the report and they are trying to find out who the grasses are.0
