Problems getting Paypal refund

On 09/08/2012 I received an e-mail notification from sendmail@paypal.com notifying me of a refund from a reputable e-bay seller to whom I had returned an item.

10 days later there is still no sign WHATSOEVER of that payment in my account, it does not appear in my History in any shape or form, it's not shown as "pending" - it's simply not there.

I have had good communication with the seller throughout and I do not doubt that he authorised the refund.

I have e-mailed Paypal but only receive general advice notifications in return. I have phoned but get put on hold indefinitely - NO-ONE EVER ANSWERS!

Is anyone able to advise? Anyone had similar problems with paypal?
