NEw build flat 2003 with band G valuation..!

Hi,
Has anyone got any information that mighthelp me to get my Band G asessment reduced ?
I have just moved into a rental flat that was built in 2003. It has been given a Band G valuation in that same year as it was purcahsed at £550,000.
If the flat was in exsistance in 1991 at the point of initial valuations, Im convinced that it would not have been classified in this bracket.
To add salt to the wounds there are large elderly established house next door on lower council brackets!
Is there any way of getting new builds re classified to reflect what the property would have been valued a in 1991.
