reducing council tax banding

I think i may be paying too much council tax. I went through both methods on this website to find out if my banding was too high.

When i went through the first method, finding out the value of my flat in 1991, it worked out that my flat was worth £45k in 1991. This means i fall into band "B". I am currently in band "C", and would therefore suggest that i am and i have been paying too much. But when i checked what all the other flats in my road were branded at, they were all band "C" as well.

Does this mean my banding is correct - or is it worth trying to get my banding reduced? Is it possible that the whole road is paying too much?

Some advise would be great.
