Should I surrender my Endowment Policy?

Hi, I have an Endowment Policy which matures in 4 years. The policy was to cover £40K. I've had a surrender value of £17,800. Should I sell this policy and convert the £40K to repayment? Which company would you recommend to buy my policy?
