Bailiff's letter addressed to non-resident - what to do?

a)berate you for opening someone elses mail

Ignoring the problem and hoping it will go away is not always the best option. In the case of something like a private parking ticket (Parking Eye, for example) I would agree. But in this case, there had been several previous letters that I returned to sender which had no effect. In retrospect, I might have been better advised to open the first letter and inform the relevant authority then, despite RTS being the advisable option.

You may argue that it is not my problem, but if a bailiff arrives at my house and takes my car (see my earlier comment about 'take first, ask later') it will be a nightmare to get it back. It might not happen, but it could, and I can't take that risk.
