    they live in a council flat, they dont have any mortgage or any other loan. and sorry, i forgot to say, she is caring for her husband (her husband is disable),but she is geting carers Allowance(not sure how much),but family annualy/yearly incom is £23000,this is included child benefit and child tax credit

    I agree, surely home improvements are the landlord's resposiblilty? especially if they are for repairs/maintenance.

    If its a cosemtic change, then yes, maybe the tennant would have to pay, but why would they as it is of no benefit to them. Also, a cosmetic change in a flat would not cost anywhere near £5k

    What exactly is the money for OP ?

    You say home improvements but what kind of improvements ?

    As already been suggested wouldn't the council be the people to speak to about this ?
