Reclaiming care home fees 1996-2002

I have read somewhere that it may be possible to reclaim care home fees dating back to 1996. My Dad had Alzheimers and was sectioned twice spending time on a physchiatric hospital ward. They would only discharge him if he went into care. We had to use all his pensions and the sale of his home to fund the fees. He was in care from 1996 -2002.
Apparently there was a deadline for reclaiming fees for this period but the government did not make these dates common knowledge so resulting in claims now being made.
Any information would be welcome
