Is this even legal?! None payment of wages

My daughter used to work for a care agency. They once lost her timesheet and said that she had not worked for a particular client and would not be paid. She pointed out that they had obviously received the timesheet as they had paid her for the visits to other clients immediately before and after (all listed ont he same sheet). They still refused to pay her, so she said that she was going to speak to her union about them illegally witholding wages. Funnily enough, they paid up.
She joined a union after that!0
