Work programme phases?

Sorry, it's me and my son again...
Today his work programme adviser has told him that as he has been on WP for 16 weeks now he has to move to another provider.
Of course, as he is learning disabled, he does not remember the details, which are not in writing.
He has no idea why, when, where or who, but has been told to choose where to go now.
I have never even heard of this "2nd phase" WP. Can someone please explain to me what is likely to happen to him now? What is the purpose of this next stage? Will it be even more complicated and stressful for him? Or will it be an improvement on the last 16 weeks?
