I had missed the part about November at first (sorry got so many dates in my head at the moment and got myself very confused)
I agree with what firefox said punish the bad reward the good. Try giving him treats when he is nice to Cleo he will associate her with nice things.
If by November he is no better then the cattery might be the way forward. He will still get fuss and attention and they are treated like royality (well they are at the one I take mine too) My cat Megan didn't want to come home. I don't read much into that though as she is a Daddy's girl and dispises me (I'm sure she is trying to kill me lol)
I hope you can get it sorted pimento nothing worst then rows in the house between animals
