I'm glad they are bringing in the basic english test.
Except that it is far easier to learn a foreign language when you live in a country where that language is spoken. (That is why students of Spanish, French and so on spend a year in the country.) I know several people who arrived in the UK without speaking the language but made good over the next few years. One sensible proposal was to insist that people passed an English test before they could become citizens (typically once they had lived in the UK for five years), but making them learn before they arrive is unrealistic and agonising for all involved.
Anyway, the UKBA site provides the regulations (the "Immigration Rules") in full, so all that applicants need to do is follow them to the letter.
The alternative is to live elsewhere in the EU for a few months: all citizens of EU countries have a right to live with their spouses in all EU countries other than their own, and once they have been there for a few months they acquire a similar right to move with their spouse to their own country.
