I'm afraid it's probably going to be same wherever you go in Europe, governments aren't going to want to lend money to non-residents, because the chances are that you'll go back home after the course.
For English courses, the Netherlands probably is your best bet (or Ireland). It might be worth checking out the Scandinavian countries, although Bachelors are mostly in the national language. Masters are frequently in English though.
Yeah, if the degree goes well I have a place planned for the masters ... I just wanted to make it more interesting. The UK bores me greatly in so many aspect, at least in the netherlands I can legally get stoned every single night of study if I so wish .. I mean I can in the UK but it's not regulated.

If you are aspiring to tertiary education then you should probably learn the difference between something being legal and something being decriminalised...0 -

That's a moot point, one which I wonder why people make such thoughts up as in the UK magic mushrooms were legal before 2005, with the process beginning around 2001. In the netherlands, they have been made illegal from around 2009 I think, very recently.
"Decriminalised" has nothing to do with it... similarly there are new laws being passed by the end of this year I believe that will essentially stop tourists going to holland just for the drugs ... although I think that's been squashed.
The regulated point I made was, unless it's a prescription for meth-amphetamine then you have to be very careful of what you are taking hence it's not regulated. If like in the netherlands, we legalised some form of drug ... although technically it's not been legalised or banned, then it
would be regulated by national companies as there is only 1 major brand of magic truffle in the netherlands with only a handful of smaller competitors.0 -
Doesn't sound like much studying will be done, have you given any thought to how you're going to pay the money back and gain employment, philosophy is very interesting but not a massive employer.0

Well I did intend to just follow through to a doctorate frankly.
I have received this email today:
Dear Daniel,
If you can obtain a student loan in the UK, you are free to use this loan for your studies here at KU Leuven.
Belgium itself, however, doesn’t offer student loans to (foreign) students, as tuition fees are also very low compared to other countries (tuition fee at Ku Leuven is approximately 600 euro per year).
