barclay card ppi cpi can i claim barclays say not

Hi new here just doing as you all say going for my ppi claims doing it myself well trying anyway , i rang barclays this morning because they been taking this card protection payment without my permission for some years now it seems , so man from india on phone tells me this is not ppi and i cant claim ,i said well what ever it is i havent told you to take it i want it back , he then says i cant .is this true .He then says is there anything i can do for you today sir like hes trying to sell me something else .sorry about grammar on here new to this . please help thanks tinkertaylor27
