IVA Full and Final agreed and paid but now I have a PPI refund

My iva finished in july 2014 and I have my certificate to prove it. My question is Halifax have sent me a letter saying they owe my £1000 in PPI put have sent the money to Grant Thornton my IP. They tell me having phoned them they are keeping it to pay my creditors, but if my iva is finished I have no creditors can they do this.0
