is it legal for an employer to with hold my wage because i have not submitted timesheet.I have contracted hours and work on different sites and we do not have a designated place in which to leave our timesheets,plus do not always see boss in which to give them to him either

It depends on your contract. Most temporary agencies do this and state it in their contract terms you sign that its your responsibility to get the information to them by a certain time in order to get paid (say By Monday lunchtime to be paid Friday.)0

Yes must agree with Evilm if someone is paid on a timesheet basis then usually the terms are "payment on receipt of timesheet" let's be fair about this, just suppose you were on one of my payroll's how would I know what to pay you if I didn't have your timesheet?0

Have you asked where the timesheets should be and when they should be in by? Even with different sites, I would think that there is a central point for timesheets.
My daughter used to work for an agency with three offices. Her time sheets (Monday-Sunday) had to be in by Wednesday at noon, to one specific office. They allowed Monday and Tuesday for posting, as staff worked weekends as well as during the week. late timesheets were not paid that month, but were paid the following month (even if it was the first timesheet of the month).
You need to clarify where your timesheets should be delivered/posted to, and by what day each week/month.0 -

I used to post mine as I lived 30 miles from the agency. Finish work on the Friday, pop them straight in the post and they were usually there on time.0 -
From The Conduct of Employment Agencies and Employment Businesses Regulations 200312. An employment business shall not, in respect of a work-seeker whom it supplies to a hirer, withhold or threaten to withhold from the work-seeker (whether by means of the inclusion of a term in a contract with the work-seeker or otherwise) the whole or any part of any payment in respect of any work done by the work-seeker on any of the following grounds—
(a)non-receipt of payment from the hirer in respect of the supply of any service provided by the employment business to the hirer;
(b)the work-seeker’s failure to produce documentary evidence authenticated by the hirer of the fact that the work-seeker has worked during a particular period of time, provided that this provision shall not prevent the employment business from satisfying itself by other means that the work-seeker worked for the particular period in question;
(c)the work-seeker not having worked during any period other than that to which the payment relates; or
(d)any matter within the control of the employment business.
Can they be assured that you did work for which they did not receive time sheets?0
