If you have always provided financial assistance for a parent that does not live with you can you still put them down on the form as a dependant adult?

The fact is that you can put pretty much any expense you like down so long as you can justify it and provide some evidence. Whether the Insolvency Service agree with you is another matter, but ultimately you will have a choice of agreeing an IPA or not.
If not, then the IS may or may not attempt to impose an IPO through the courts and the District Judge may agree with you - or not!
