Pay and conditions review advice please?

Is it really as simple as the employer just ticking boxes?
I was promoted a year ago basically someone left 6 months prior to that and although I was pushed for the job the new terms didn't appeal. So I covered the job for the six months(as applicants were not suitable) discussed terms and officially accepted the role last year and got new job description(officially signed), new contract etc, new ID badges etc.
All staff received pay and conditions review information in May, mine was fine correct job title and the proposed pay was good. It was to start on Oct 1st on condition that a local union ballot accepted proposals. Received the ballot papers earlier this week, all good.
Received an exact same letter to the one in May yesterday but wrong job title(a step down) and with a significant lower proposed rate of pay! The helpline assured me that because it was exactly the same documents it must simply be an error! No such luck I have had it confirmed that the boss contacted the pay reviews only last week and wanted new documents sent out as they had made a mistake! They advised them that they were speaking with me personally last week(they did not bother) hence why no explanation whatsoever came with the bog standard replacement letter.
Can they really do this? It would have been bad enough being wrongfully knocked down and going through the appeals process back in May but to receive the correct info and then have a change of mind two months later is just the lowest of low insult and has really, really upset me. Like everyone else in life I need the money!
Oh and to top it all I can't even speak to anyone to start an appeals process until Sept as it's a school.

Thanks Sue but the person I need to speak to complain/start an appeal with is not there until September.
I usually have 25 days from receipt of the letter to appeal but this is currently wavered because of the six weeks holiday.0 -
