I wish she had said she wouldn't do it. She claimed it was a "solemn duty" even though she hadn't spoken to my father for six years before his passing.
Thanks to everyone for their input. I will be calling solicitors, councils and (potentially) councillors on Monday (the councillors resolved an issue over spetic tanks at my home property, so I can refer them back to that issue to reinforce the fact that I haven't lived at my father's home for over a decade).

The house is being sold and the will states that me and my brother inherit.
If you inherit the house then the solicitor should sort out transfer of ownership ASAP and as soon as that's done then you are the legal owner - most likely they have advised the council that you inherited the property and the council are therefore billing the legal owners.
You need to speak to the council to determine why the bill has your name on it.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
