NatWest personal loan offer

When logging in to my online banking I have a little box concerning loans.
When I click on it I have a figure of £5000 over 36 months displayed at 21.9% with a message..GREAT NEWS, based on account history there is a very good chance we can lend to you.
Money can be in my account by 9am next day etc subject to not applying for more than the stated amount.
This sounds pretty much guaranteed given that standard apr is around 17.9 so appears to be tailored to me.
Ny credit files are clean, no defaults or late payments etc.
Honest opinons as to my chances...I wish to consolidate two existing agreements one of which is Very at 39..9 so quite a saving.
Would appreciate feedback from any Natwest employees as never had this message/offer before

21.9% is truly awful.
As a guide, when a lender indicates anything over 16% it normally means a decline.
I'm sure the GREAT NEWS bit is a default piece of text. I'm surprised they are shouting a Representative rate higher than this
With a clean credit file you should be attracting much better than that, take a look at your credit file, there is something untoward on there (£2 from Experian for a statutory report).
