Council tax - with owner who is a student

Hi,
I'm currently staying with an owner of the flat who is fully exempt from the council tax (as she is a full time student).
However I do not pay any rent, nor do I have a tenancy agreement of any sort.
How does council tax work in this case? Who has to pay - are there discounts?

You have to pay but will get a 25% discount on the bill as a single person household since the student is exempt.
It doesn't matter whether you pay rent or not , you are a resident using the services.Life is not the way it’s supposed to be. It’s the way it is. The way you cope with it is what makes the difference.0 -

Not quite, unless the OP is the partner of the owner then the owner will be liable for the council (irrespective of being a student) as they have a higher interest in the property. They will still be entitled to a 25% discount.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -

The responses above are correct, but it's also worth asking whether or not you pay Council Tax elsewhere? In other words if you're 'staying' on a temporary basis but you can demonstrate that you are 'resident' elsewhere, then the owner might still be OK for the student discount.
