Reducing credit limits as balances decrease

Hi all! Quick question. I have multiple credit cards (4) with balances on each. I got into serious Road Traffic Accident in '08 and this resulted in alot of late pays etc while I was in hospital. Credit score got in a right mess at that time. All has been fine this past few years though after budgeting and keeping up payments to set amounts (more than the min payment).
I know, with my history (and have tried applying for few cards every so often) that I can still not get any credit to do any balance transfers to help combine debts and reduce interest etc.
I was advised however, that by reducing my credit limits as I reduced my balances, it will improve my credit score. So my question is, if I lower my credit limits to be so close to the balances, will that not make my score look bad as it will look like I am maxing my avail credit on all cards?
