Claim back incorrect CCJ

Hi all,

This is my first post on here so please go easy.

I recently discovered that back in 2005 my parents paid some bailiffs who visted their property for two judgements that had been taken out by Dag & Red Borough Council for 2 parking tickets in 2004. They didn't tell me at the time because they, "didn't want to worry," me.

Having looked up my paperwork, I can confirm that I did not own the vehicle and had part exchanged it in 1 month before the earliest parking ticket date. I have a part exchange receipt connected to a contract purchase agreement to prove that I had transferred the vehicle to yes car credit.

Firstly, can I claim this money back? Secondly, how would I do so?
