Pay less maintenance to get exs half of joint debt?

My partners ex used the overdraft facility on an old joint account to withdraw 3.5k. My partner has only just discovered this and obviously knows he is jointly liable for it but is not happy about paying it all. His ex refuses to pay and has threatened to stop him seeing his child if he continues to press her for payment. Is he within his rights to pay her less maintenance, Using the difference as her half of each monthly payment? I know this probably is not an option but it just seems that if she says "I'm not paying" she gets away with it. Is there no way to force her to pay up?
