Yes - there can be issues/reservations with a permanent residency of the Vendor post completion.
The OP has advised the lender, whom seem to have agreed, Mum will need to also sign the consent to vacate, which just means that the lender will be able to obtain vacant possession , in the event of a repossesion order issued on the D.
As long as she's told them .. thats her duty of care re Mums residency taken care of.
