buying from US internet sites

Does anyone understand the customs and excise system as regards non-EU Internet purchases? What charges are liable? Do I have to pay 17.5 VAT on top of my purchase price? Can money be saved in this way or do the extra charges make things prohibitively expensive? I can’t seem to get a straight answer out of the customs and excise website. I wanted to buy some glass beads… it never quite happened.

I ordered some cosmetics from USA last summer, total cost approx £20, but then had to go & collect package from post office where I had to pay additional fee for C&E, I think it was around £10, which then didn't work out cost effective.

I have ordered glass beads from a local company who import all types of beads from around the world, their prices are OK and their service is good. If you want their web site address, please PM me.
