Boss delaying payment of promised bonus

Hi All,
When I signed the offer and contract for my current job 12 months ago it stated that I would get a performance bonus of 20% of my annual salary paid quarterly.
3 weeks into the job my boss said he is very impressed and I would get the full 20%.
I haven't seen any of that money now 12 months later. I have mentioned it in the last three 1-2-1 meetings with him which we have every month and he keeps making excuses.
I am having another 1-2-1 meeting today and I am just unsure how to word my frustration.
Does anyone have practical tips for me. What exactly should I say to him to make my frustration very clear but remain professional and also give him a kick in the !!!!
Update: My boss has told another colleague that the sales cycle means its not ideal for a bonus ATM. This is not an excuse if its was mentioned on our contracts.

Thanks for your response. I sent him an email on Monday requesting a meeting because I felt in person is more professional although I do prefer email because there is a record.
In the email I said I would like to discuss the delay in the bonus payment. I do have an email from him from April where he confirmed the payment of the bonus but no dates.
So I am having the meeting with him today in person so I think I can't do what you suggested.Debt 1 June 2017: £35,000.00 ~ Debt now: £10,0000 -

You are still waiting for a bonus that should have been paid 12 months ago ? (also, what about the last 4 quarters - have you received any bonus or is just the first quarter bounus still unpaid ?)
What size of company is it ?
eg. is it a very small business and your manager is also the owner, or is it a much bigger company with a HR department etc. ?0 -

I have never got a single penny bonus ever so essentially if he keeps his word he owes me 20% of my gross annual salary.
The company is a very successful IT company and its main clients are huge banks. There are 7 people and yes he is the CEO and founder with no HR departmentDebt 1 June 2017: £35,000.00 ~ Debt now: £10,0000
