Water Debts - South Staffs Water

Ok so I guess this is a debt

We had a leak earlier in 2010 and we could not afford to pay our water bill. We pay for the water that we use.

So I applied for a grant to cover the arrears/balance on the account.

The grant was from the above supplier that we are with. They said yes you can have the grant but prove you can pay your bills first.

So with that said they cut my monthly direct debit from £45 per month to £12 per month, I need to prove I can pay for a period of 8 weeks, then they will clear half of the arrears that were there at the time of grant application, then do the same for a further 8 weeks and they will clear the other half.

Okay that's great, but what about the new debt, by making me pay the new amount of £12 per month I now have a new debt caused between the difference between £45 per month and the new payment value. £45 is my monthly normal usage.

Is this mad or is it just me...

P.S - I can still see that I gain, but I don't think it helps people avoid debt...
