Have CSA been negligent with enforcement???

Hoping someone with a little more knowledge can answer this one for me.

I received a decision back from the appeals unit and it went in my favour from £5.00 per week to £7.00 per week, they revised the assessment due to incorrect income details for my ex and the effective date is from 08/2010. I did put in a complaint two months ago asking why a DEO wasn't enforced when the CSA requested back in Nov 2011 due to my ex being non compliant with over 12k of arrears. I was told they don't know why it hadn't been enforced there was no notes on the system to say why. The last two years that my ex has been PAYE have been a lost opportunity for my daughter to receive maintenance because the CSA never enforced a DEO (his employer is his father). They told me in January they wouldn't pursue the arrears for now because there is an order for sale on his property (this Friday) and hopefully he'll pay off the arrears. Now the CSA should have enforced this two years ago when my ex went PAYE, the lady dealing with my complaint has had it for two months and she said shes not happy with how things have been dealt with so has been looking at the case from 2005 hence the delay in response. She said it must go back to appeals because Ex's first assessment went from £5.00 per week up to £56 in 2005 because he lied about his income and is clearly doing it again. And also why have the csa taken it upon themselves not to enforce the arrears from Nov 2011 because they have an order for sale? as there is no guarantee it'll be granted! Have the CSA been negligent with enforcement?

    sounds like it. whether you can do anything about it is another issue....

    just wanted to say 'good luck' for the hearing this week. My ex's Order of Sale hearing is at the end of this month.
