Can we claim income tax refund

I dont know if this is a silly question but my DH has been employed since 1991and has been payiny tax on his income
We recieve WTC and Childrens Tax Credits i was just wondering if we would be able to claim for an income tax refund as we have never ever claimed before.

the original post should have read that he started employment in 2001 and not 1991......oopsDebt free since September 2018 :j:j:j0 -
If he has been in constant employment, preferably with the same employer and not jumping from job to job, and paying tax through PAYE then if he had overpaid his details would have come up on a worklist with the revenue and any refund paid out when they got through the list to his name.
If there has been gaps in his employment and he has on occasion had an emergency tax code then yes he might have over or underpaid and it wouldn't do any harm to ask.
